Government procurement
Price should not be the only factor in government procurement. Other public policy is at issue
NAFTA Chapter 10 and AIT (Agreement on Internal Trade) are pro-competition, pro-standards. PLCOM.net case showed that brand names cannot be used in procurement as a substitute for technical requirements
Other public policy should be implemented in procurement policy to save taxpayer money
(i.e.: anti-trust/competition policy)
