Canada needs to look elsewhere than the USA for what model to take for reform.
European Union 1991 Directive on Computer software does not offer copyright on computer "interfaces", and has a specific exception for reverse engineering.
This "right to interoperability" was confirmed in 2001 when the EU accepted a very different form of "legal protection for TPM" than the USA/DMCA.
